Salaam,
Following the tragedy on September 11 2001, Muslims in America and Europe have become targets of attack and murder. It is probable that if Muslims did not look obviously like Muslims the chances of them being recognised and attacked as Muslims would be considerably reduced. 
In these circumstances is it permissible for Muslims living in the West to shave off their beards and headcoverings in order to do taqiyyah?
Please let us know your verdict, for Muslims are being attacked and killed on a daily basis.

Bismihi Ta`ala
According to the precaution, shaving beard is not permissible, and its rule, in case of taqiyyah and necessity, is just like the other rules, in that in a situation where one is compelled one can do whatever one must but to the appropriate level.

To keep Islamic appearance is obligatory upon all Muslims, of course, Hijab is of obligatory acts in our holy religion, Islam. but at the moment, if it is possible try to stay in, if not, to shave and take off Hijab, try to make yourself content with what suffices and don't exceed. then, after the amelioration of the circumstances, you must observe the viewpoint of Islam on the matter, and keep your Islamic appearance.
